Opening the Skies, Opening the Economy:
Cape Town’s Push to Attract Investment
At the recent World Travel Market Africa held in Cape Town, Alderman James Vos, the City’s Mayoral Committee Member for Economic Growth, delivered a compelling speech advocating for the implementation of an Open Skies policy in South Africa.
Addressing a diverse audience of tourism professionals, airline executives, and policymakers, Vos highlighted the transformative potential of liberalising the nation’s airspace.
“The demand for improved air access is evident,” Vos stated, highlighting that Cape Town International Airport had exceeded its 2024 passenger target by 125%. He argued that current bureaucratic and protectionist barriers are hindering aviation growth, despite South Africa’s commitments to the Yamoussoukro Decision and the Single African Air Transport Market (SAATM), both aiming to liberalize air transport across Africa.
Vos outlined the economic benefits of adopting an Open Skies policy, citing International Air Transport Association (IATA) data suggesting that liberalizing South Africa’s airspace could create 155,000 new jobs and contribute over R24 billion to the GDP annually. He also pointed to a key insight: for every 100 international air arrivals, 2 direct and indirect jobs are created.
Vos explained, “At the heart of this advocacy is a simple truth: greater air access translates into greater economic opportunity for our people.”
To realise this vision, Vos called on the national government to:
- Accelerate SAATM commitments by fast-tracking air access rights and bilateral agreements in Africa.
- Enhance competition regulations to promote fair and affordable air travel.
- Expand airport infrastructure to improve capacity and efficiency.
- Increase traffic rights by introducing phased rights for key markets to encourage competition.
Vos concluded by asserting Cape Town’s potential as a leading aviation and investment hub, stating, “I have been actively engaging with global airlines and stakeholders to attract more flights and investment. The Open Skies policy is essential to furthering this work and positioning Cape Town as the gateway to Africa.”
His speech resonated with attendees, many of whom acknowledged the necessity of policy reform to unlock the full potential of South Africa’s tourism and trade sectors. As the nation contemplates its next steps, Vos’s advocacy for Open Skies presents a clear roadmap for economic revitalisation and increased global connectivity.
